Структурная безработица
Долгосрочная безработица, вызванная кризисным состоянием отдельных отраслей промышленности и технологическими изменениями. Структурная безработица имеет место, когда меняющаяся структура спроса нарушает существующую структуру производства, а предложение рабочей силы становится избыточным. В условиях структурной безработицы рабочие вынуждены искать работу в других отраслях экономики. С такой проблемой приходится сталкиваться многим государствам. В Великобритании, например, снижение спроса на продукцию тяжелого машиностроения, спад производства в судостроении и сталелитейной промышленности, которые были связаны с технологической перестройкой и иностранной конкуренцией, привели к массовой безработице. Чтобы справиться с проблемой, необходимо разрабатывать программы профессиональной переподготовки, оказывать помощь людям, переезжающим в другие районы, где есть рабочие места, осуществлять финансовое стимулирование развития новых перспективных отраслей промышленности в кризисных районах.
